The silicon is covering the battery. Take out the silicon covering to expose the battery. It is not hard and it can be replaced easily.

One came broken
One out of the four lights was broken. To replace it, I would need to repackage the lights, send them back, then wait for the replacement batch (hoping that all four work this time). That's too much hassle. So I am keeping three lights and giving this three stars.

but they're great for visibility
You won't be finding your way in the dark with such low luminosity, but they're great for visibility.

Regular Silicone Bike Lights - 3 out 4 Lights Work
Ordered 4 lights, which came in packs of two (each pack with one white and one red light. One of the white lights doesn't work, which is annoying. Otherwise, they're regular silicone bike lights - a bare minimum you can have to get noticed on a bike.
