Check if your existing charger is working on 240/250v AC 60 Hz.There should be same kind of label showing the power supply parameters .This is only the cable . It does not change any voltage. Simply let you connect to different type of electrical grid.

The StarTech power cable is just a power cable. It doesn't convert the AC power from the wall to DC power for a laptop. You would need to connect the StarTech cable to a power adapter/charger that would then output 19.5V 2.31A to the Dell laptop
