It is a powerful OXIDISING agent, that works largely by BREAKING or LYSING the CHEMICAL BONDS that hold large organic molecules together, rendering them soluble and easier to remove by washing, or, in the case of removing algae from decking, breaks the bonds holding the algae to the surface.
