Yes, it can. But please kindly note that the PC/Mac just can be a input device to connect to our converter, please check if your pc or mac has the HDMI output interface, if yes, it can work.

jusst as long as your cable box has a HDMI port it will work

If the source device you used is 4K@60hz (HDMI 2.0 and HDCP2.2), please set the resolution of your input device to 1080p@60hz or 720P@60Hz to try.

Q: Does this require power? what if there isn't a usb connection near by?

Plugging it in with hdmi cable turned to power on for me. I have it hooked up to my PS3 and had to use the usb plug in order to get the images to show up on my tv. I plugged the usb where the remote connects and had to run an hdmi from ps3 to box and one from the box to the tv. I am using it to plug in my sound bar. Because my tv doesn't have an optical cord connection. I hope this helps.
