Q: Can you fit folders in the file spots?

yes you can! I was surprised that you can fit file folders into each slot.

Q: Accordion Folder 12 pockets width 9.5 " height 4 1/4 My folder was designed to store cancelled checks. Would really like to replace it!

This folder will hold 8 1/2x 11 paper. It would work to store cancelled checks; however it does not expand very wide maybe only an inch or two.

Q: Is each section closed at the bottom to prevent smaller papers from migrating to another section?

They are not closed at the bottom, but do extend to the bottom of the folder. They are close togeether so I think that a small piece of paper would not migrate from one section to the next. Most of the stuff i have in mine is 8 ½ by 1, but there are smaller pieces of paper and they seem to stay in the section they are put in.

Q: Would each pocket fit a mesh zipper pouch size 13.5 x 9.5? I want to use this for receipts/paperwork but need to keep each section closed.

There is a zipper in the front and that won't fit it but it would fit inside. Now each pocket can not be closed but there is a zipper to close it all
